Serving a growing community in northern Kentucky, Oldham County Water District needed a modern system that could keep up with operational complexity—without locking them into tools they weren’t ready to use yet. Here’s how they made the switch and why they haven’t looked back.
Oldham County Water District had outgrown its legacy software. Support for their existing system was being phased out, promised upgrades never materialized, and the functionality simply wasn’t keeping pace with how the District operated day to day.
On top of that, the software forced an all-or-nothing approach. If the District wanted one capability, they had to buy everything—ready or not. That made it difficult to justify costs to the Board and nearly impossible to plan phased improvements.

The District wasn’t just looking to replace software. They wanted a long-term platform that could grow with them.
Specifically, Oldham County Water District aimed to:

But cost transparency and flexibility mattered. The Board wanted to know exactly what they were buying now—and what could wait until later.

“The computer system that we had, they were not going to be supporting it any longer. The company that we were using didn’t have everything we needed—and you couldn’t buy just parts of it. You had to buy a whole package,” said Laura Harp, Finance at Oldham County Water District.“I liked SSI, being able to get the parts that we needed and were ready for. And then if we wanted more in the future, it was there for us to get later.”
Beyond flexibility, usability played a major role. Staff appreciated being able to navigate deeper within one system rather than jumping between disconnected screens—making it easier to serve customers and train new employees.
And the relationship didn’t stop at implementation.
“Another reason we went with SSI is because it’s user-friendly. And it’d be easier to teach somebody else how to start,” Laura added. “We’ve been happy. I’m happy with the service, the support. It’s been great. There’s a few that have just become like family.”
