It's not your first rodeo. Payroll gets done, but it takes too long, depends on too many workarounds, and leaves too much room for error. The short of it is this: manual payroll in local government costs more than time. It can affect compliance, staff capacity, and confidence in your financial data.

Why is manual payroll processing so time-consuming?

Manual payroll processing takes so much time because timecards come in differently every pay period. And that leads to follow-up questions and extra approvals and keying in unusual data. It's basically a new problem-solving session each period. So while typing in someone's time should only take a minute or two, the reality is that it can turn into a 2- or 3-hour event. Maybe longer if someone's on vacation or sick. Because there are the timecards (possibly sent to you in a variety of ways), the questions you have to email or ask a supervisor, the retyping, then the approvals. Take that time and multiply it by 50 employees. Or 150 employees. Or 500! 

So a "routine" process that ideally would last a couple hours ends up lasting days. And that's just time entry!

Because you also have to field questions all week:

  • Can I get a copy of my pay stub?

  • I need last year’s W-2.

  • How many vacation hours do I have left?

And none of this can really be helped.

What are the risks of manual payroll in local government?

The biggest risks are errors, compliance problems, and weak documentation.

A misplaced decimal, an incorrect deduction, or a pension contribution calculated from the wrong base can create problems that reach far beyond one paycheck. In a local government or public sector organization, payroll errors can lead to audit findings, penalties, back payments, and avoidable damage to staff trust.

Manual Public Employees Retirement System (PERS) and pension reporting creates even more risk. When data  is pulled from multiple sources (email, phone, paper timecards, in person, shared spreadsheets, etc.) and entered by hand, every step adds another chance for something to go wrong. This isn't an insult; it's just a reality. You're human. Humans can make mistakes.

But a reporting mistake may not affect things until months later, when an audit or reconciliation uncovers it. By then, your team is dealing with corrections across multiple pay periods, interest charges, and extra administrative work.

There's also the issue of leave tracking. When time-off requests and accrual balances are managed on paper or in spreadsheets, supervisors may approve time off without seeing whether the hours are actually available. Finance teams often find the problem later, when balances no longer match and policies appear to have been applied inconsistently.

The risk that worries attorneys most, though, is litigation. Last year, we held a webinar on Payroll and the Big Beautiful Bill. On it, David Frantz from Zashin & Rich and Neal Shah from FTB Gibbons noted that litigation often starts with small inconsistencies.

The most vulnerable areas include:

  • Misclassification of exempt vs. non-exempt employees

  • Incorrect overtime calculations, especially where stipends, supplemental pay, or irregular work schedules exist

  • Failure to apply updated leave and eligibility rules consistently

  • Manager decisions that contradict policy (even unintentionally)

A supervisor might make an exception for one employee, apply a policy differently in two departments, or miss documentation for an eligibility decision. 

In our webinar about the Fair Labor Standards Act (FLSA), Anne Duprey (Labor Attorney at FTB Gibbons) noted that some supervisors or "lead" workers may be mistakenly classified as exempt when their duties don’t meet FLSA’s criteria.

It's small mistakes like these that can lead to litigation. And no one wants that. So payroll teams are integral in protecting their company and keeping their public sector agency running smoothly. Hence, it means having good processes and employing software to help.

 

How does manual payroll affect staff morale?

Manual payroll affects morale because it keeps capable staff stuck in repetitive work and makes routine tasks harder for everyone involved.

You think utility workers want to fill out a paper timesheet on the job? Wouldn't they rather have the capability to pull out their phone and do it really quickly while the hours are still fresh in their minds?

And it's just as annoying for an employee to have to reach out for their pay stub or W-2 as it is for you to deliver it to them. They would much rather find it on their own at a time that's convenient for them. Same with benefit information.

And supervisors don't want a bunch of clarifying questions (even if what they gave you is hard to decipher), as much as you don't want to have to ask them. 

For payroll and finance teams, burnout builds quickly around these sorts of things. Time that could go toward budget analysis, process improvement, training, or other projects gets absorbed by work that should have been automated years ago.

And your employees feel that.

Staff wait for pay stub reprints, submit requests that disappear into inboxes, and call the payroll office during business hours to ask basic questions about vacation accruals or tax forms. Those experiences send a message that the organization’s systems have not kept pace with what staff now expect.

In a competitive hiring environment, and especially in an industry with high overturn, that matters significantly. Outdated payroll processes not only create internal strain, which can affect retention. They also shape how prospective employees view your organization, too... Because we all know that government workers talk.

Why is payroll compliance harder without automation?

Payroll compliance is harder without automation because your team is responsible for tracking every compliance rule change, every calculation, and every record by hand. And they have to digest new legislation as it comes out, hoping that they get it right. 

The IRS updates withholding tables. State pension systems change reporting requirements. Labor rules add complexity to overtime, leave, and deductions. Not to mention the Big Beautiful Bill, FLSA, and FMLA (and probably a few more acronyms). Without automation, your staff has to monitor those changes, update internal processes, and verify calculations. Manually. By hand. Like it's the 1800s. (Just kidding; we all know computers weren't a thing back then, but you get the picture.)

Manual pension reporting is especially difficult to defend under audit. PERS and other public pension systems have strict filing rules and deadlines. If your team is compiling and calculating that data by hand, accuracy is harder to maintain, and the audit trail is harder to prove.

Record retention becomes another challenge. When payroll records are in filing cabinets, shared-drive folders, spreadsheets, and email attachments, responding to an audit or public records request can take far more time (and stress) than it should. A modern payroll system creates a more complete and accessible record from the start.

With automation, and with good local government payroll software, at least some of these are taken off your plate. A lot of public sector ERP software have built-in compliance, approval workflows, audit trails, and settings that will help with legislative changes as they come. 

 

What should local government payroll software do?

Local government payroll software should reduce manual work, improve visibility for both payroll admins and employees, and help your team stay compliant and audit-ready.

At a minimum, the system should give staff self-service access to pay stubs, W-2s, time-off requests, and accrual balances. It should support automated time entry and approval workflows so supervisors can review hours before they reach payroll. It should also provide real-time reporting for deductions, pension contributions, and payroll expenses.

Your payroll software should also connect with your accounting tools so information flows where it needs to go without duplicate entry. This will make audits, the ACFR, and other reporting much easier for the finance team as a whole.

Implementation also needs to be straightforward. Look for a partner that understands local government schedules, staffing constraints, and reporting requirements. Clear timelines, pilot groups, and practical training make the transition much more manageable for your team.

And don't forget customer service... The software is one thing, and it will help a ton. But without the training and support needed for new finance staff, year-end stuff, and day-to-day responsibilities, the software might not do much good.
